Implementing Zero-Trust Architecture for Corporate LLM Governance

Apply zero-trust principles to enterprise LLM access, retrieval, and tool execution, with a control map for security architects.

Executive summary

Treat model output and retrieved content as untrusted inputs. Authenticate callers, authorize every data and tool operation, minimise privileges, and collect evidence of the controls that actually run.

Introduction

An enterprise LLM gateway is one enforcement point, not a complete governance architecture. Corporate LLM governance also covers retrieval, service identity, tool privileges, retention, and accountability. NIST SP 800-207 supplies zero-trust architectural principles; the NIST AI RMF offers a complementary structure for managing AI risks.

What does zero trust mean for an enterprise LLM application?

Zero trust does not grant access merely because a caller or service sits inside a network boundary. Evaluate identity, authorization, and relevant context for resource access, including retrieval results and model-requested tool operations.

Treat prompts, uploaded documents, and tool responses as data rather than authority. Model instructions cannot grant permissions, change a tenant, or override a server-side access decision.

Which controls belong in corporate LLM governance?

Use authenticated user and workload identities, resource-level authorization, permission-aware retrieval, scoped tool credentials, approvals for sensitive actions, output handling controls, and privacy-aware audit trails. Enforce controls at resource boundaries so model behaviour cannot bypass them.

Filter retrieval by the caller's actual permissions before content reaches the model. Validate structured tool arguments independently and re-authorize the operation when it executes.

Useful evidence records policy decisions, component versions, and incident context with redaction, access restrictions, and retention limits. Logging every sensitive prompt is not a governance strategy.

  • Separate user identity from workload identity; avoid shared privileged credentials.
  • Test prompt injection, cross-tenant requests, and indirect instructions in retrieved documents.
  • Constrain egress, validate destinations, and enforce action-specific budgets and approvals.
  • Exercise credential revocation, rollback, and incident containment.

How do NIST frameworks inform LLM governance?

Use NIST SP 800-207 to structure access and policy enforcement, and the NIST AI RMF to organise AI risks, measurement, and ownership. Map each control to an implementation, owner, test, and evidence artifact. Framework adoption does not itself certify compliance.

The AI RMF's Govern, Map, Measure, and Manage functions can guide ongoing review. Maintain a register showing what each control addresses, how it is verified, and what remains unresolved.

Assess contractual and regulatory obligations with the responsible specialists. A regional URL or framework citation does not establish that a system meets those obligations.

Illustrative case study · Gurugram, India

Gurugram enterprise knowledge assistant

An illustrative security team supports enterprise tenants through a shared assistant. A retrieved document contains instructions to expose another tenant's records.

Enforce tenant filters before retrieval, validate tool operations with server-side permissions, and prevent document instructions from expanding authority.

Test the cross-tenant denial and retain redacted evidence. Gurugram is the scenario location, not a company office; no customer result is asserted.

Frequently asked questions

Does private hosting make an LLM application zero trust?

No. Private hosting can change exposure, but identity, authorization, retrieval boundaries, tool privileges, and evidence still need explicit controls.

Can prompt instructions enforce tenant isolation?

No. Enforce tenant isolation in server-side authorization and data access layers. Prompt instructions are not an access-control boundary.

Does using NIST guidance certify an LLM application?

No. Referencing NIST guidance is not certification. Implement, test, and document controls, then separately assess applicable obligations.
